About Kathryn.
Born in Hillsboro, Kathryn began practicing law with her father, Jim Hapner, and uncle, Jon Hapner, in 1996. Like generations of Hapners before her, Kathryn believes in the responsibility of public service through the law. Kathryn has twice been an assistant prosecuting attorney, has practiced as a defense attorney, and on the bench as a Magistrate.
Kathryn also believes firmly in the importance of faith and civic involvement, and every Sunday you’ll find her teaching Sunday School and attending Mass at St. Mary Catholic Church. She’s also led the Highland County Bar Association, Highland County Republican Women’s Club, Clinton County Women’s Republican Club, Hillsboro Rotary Club, and dedicates time at the Highland County Swim Organization and Highland County Community Improvement Corporation.

For Kathryn, the law was always a way of life. She learned from her father and mother, James and Louise Hapner, the love of the Rule of Law. Without it, there is only anarchy and disorder. To maintain the Rule of Law we must support our law enforcement, maintain high bail standards, and ensure the constitutional rights of all our citizens. As judge of the Highland County Common Pleas Court, Kathryn will ensure our law enforcement officers are treated with respect; that repeat offenders are not roaming the streets while awaiting trial; and that the rights of all people are respected.

Kathryn also believes that the government should work for the people, and not the other way around. This means that all government entities from the smallest villages to the largest federal bureaucracy must be mindful of the taxpayer’s money. Those running these institutions have a duty to the taxpayers to not be wasteful or careless with that funding, and as judge she will always be mindful of the expenses of the court and prevent waste.

Kathryn is the joyful mother of four wonderful sons, two of whom are military veterans. Raising four boys taught her the many virtues that apply equally to both motherhood and the bench. Patience, tolerance, and compassion; but also the need for discipline and punishment when called for.
